About Us

The Nevada Association of County Clerks and Election Officials (NACCEO) is the professional association representing County Clerks and Registrars of Voters across Nevada’s 17 counties. Our members are the dedicated public servants responsible for a wide range of essential county services — from maintaining official records and issuing licenses to administering elections and safeguarding the integrity of the voting process.

Lacey Donaldson, President

Lacey Donaldson grew up in Lovelock, graduating from Pershing County High School.  She has served in the Clerk-Treasurer’s office for almost 25 years, becoming the Elected Clerk-Treasurer in 2011. The responsibilities of the Clerk-Treasurer include collecting and investing revenue, serving as the Clerk to the Board of Commissioners, and administering local, state and federal elections.  Lacey and her husband have been married for 27 years and have two grown sons. They love spending their time watching their boys pursue their passions, including playing football and racing dirt bikes. Nichole Stephey, Vice President

Nichole Stephey is the White Pine County Clerk & Registrar of Voters since 2014.
She has lived in rural Nevada for 35 years and has resided in White Pine County for 23 of those years. She and her husband are empty nesters who enjoy camping, fishing, hiking, exploring, hot springing, and spending time with their two adult sons. She is a dedicated public servant who serves White Pine County as Ex-Officio Clerk to the Board of Commissioners, the District Court, and as Registrar of Voters. Known for her strong work ethic and steady leadership, she navigates complex responsibilities with precision and accountability, even in challenging environments. Grounded in her faith and driven by a commitment to her community, Nichole strives to serve with honesty, resilience, and a deep respect for the democratic process.

Amy Burgans, Secretary/Treasurer

Amy Burgans serves as the Clerk/Treasurer for Douglas County, Nevada. Appointed to the role in December 2020 and elected in 2022, she brings dedication, integrity, and a deep commitment to public service. Amy currently serves as Secretary/Treasurer of the Nevada Association of County Clerks and Election Officials (NACCEO) and is a nationally recognized Certified Election and Registration Administrator (CERA), a distinction that reflects her expertise and commitment to excellence in election administration.  Read More

Amy’s path to public office began with service to her country as a Military Police Officer in the United States Army. After completing her military service, she moved to Douglas County in 2005, where she devoted herself to raising her five children. As a homeschooling mother, she guided her children through high school and college while remaining actively involved in civic and community volunteer efforts.

In 2012, Amy returned to the workforce at the South Lake Tahoe Police Department, continuing her service-oriented career. She later joined the Douglas County Manager’s Office in 2019, driven by a desire to contribute more directly to the community she calls home. Her passion for local government and community engagement led to her appointment as Clerk/Treasurer in 2020

In her current role, Amy has developed a strong passion for election administration and ensuring that Nevada voters have fair, transparent, and accessible opportunities to participate in the democratic process. She is particularly engaged in the legislative process, advocating for election laws that are thoughtfully crafted, implementable at the local level, and designed to provide ballot access to all eligible voters.

Through leadership, service, and an unwavering commitment to democracy, Amy Burgans exemplifies the vital role local election officials play in strengthening public trust and safeguarding the electoral process.
